The Massachusetts Department of Public Health, Office of Emergency Medical Services (Department) is issuing Administrative Requirement (AR), 2-280 Minimum Requirements for Active Shooter/Hostile Event Response (ASHER) Training for EMS. The AR contains the content for a 1-hour course that all course sponsors and instructors must meet in developing a Department-approved ASHER training, in accordance with National Fire Protection Association (NFPA) 3000 standard (2021 edition, or as revised). All ambulance services must ensure their EMTs must complete the training by August 1, 2023.
Sadly, active shooter events have been increasingly common throughout the country, and it is not unlikely that one will occur in Massachusetts. The goal of the training is to educate EMS personnel so they can keep themselves and their patients as safe as possible, should they be dispatched to respond to patients in active shooter events.
